I would hold out for the moment with formulating any rules, since
there might be a large change to our online tooling coming soon
(sysadmins know more). Our work flows will be different afterwards and
auto tests will be run on every merge request transparently to authors
and reviewers.

The only rule necessary would then be: merge not allowed when one or
more tests fail.
