REVISION SUMMARY
  The xdg-shell spec states that the compositor has to send a configure
  event without the resizing state once the resize operation is complete.
  
  Currently, KWin doesn't do that because GeometryUpdatesBlocker in
  finishMoveResize and the configure lambda in ShellClient::init conflict
  with each other.
  
  For the most part when geometry updates are blocked, KWin won't try to
  send a configure event, thus we can drop areGeometryUpdatesBlocked check,
  though it would be worth to consider abstracting RequestGeometryBlocker.
