D24277: [WIP] Add a toggle to enable/disable compositing and move the existig one

REVISION SUMMARY
  The goal of this has two parts:
  
  1. Move "Enable compositing on startup" toggle to the bottom -> Done, should work
  2. Create a new toggle that would enable/disable compositing right away, similar to existing keyboard shortcut -> I don't know how to do this, and I will have to ask.
