Season of kde 2020 Kwin proposal

Hi there Romangg Shivam(hyperion101010) here,
We did some interaction on IRC a few times.
I just did some digging about issues, and I have to agree that xdg_output
v3 https://phabricator.kde.org/T11504 is more practical than
https://phabricator.kde.org/T11903
And I can always work more in my free time during the season of KDE on the
second issue. So it is natural to go with the first one.
Having narrowed down my idea I would like to initiate a proposal so shall
we work on it?
