We used to have that in the past and it turned out to be problematic. It 
made more sense to have the bugs in KWin as we have a strong overlap 
between the KCMs and the functionality in KWin. Users tend to report 
bugs against the UI interface, but in truth it's a bug in KWin.

Given that I would rather revert this bugzilla change.
