Kate encoding in Windows

Hi there,

Trying to make some alignment stigmatization in Kate with Python.

Alignemnt utils works fine on Linux,
but not in Windows, at least not where I have got čćžšđ (non-standard)
characters.

From some reason, Kate sends selected text in some encoding, so I collect
selected text - through sys.argv and got mess on special characters.
Everything goes smoothly with standard characters, though.

Any idea ?
