Symbols create a question mark "?"

Dear support,

I'm new to Kate editor.
I've noticed what seems encoding issues, but coming from notepad++ where copy paste from internet did not have this issue i am not sure what to do, or what encoding to choose?

I've noticed the issue with some text copied from internet sites, where these symbols create a question mark?

- apostrophe, prime, single quote = '
- quotation mark, double quotes = "

- 3 small dots = …

How do i fix this?
