This is already possible with the "Search in the selection only" button in the 
"power search and replace bar" opened with Edit->Replace (but not in the 
simpler "incremental search bar" opened with Edit->Find). In fact, Kate 
automatically enables this option if there is a selection spanning multiple 
lines when you start a Replace operation. (You can use the Replace operation 
also if you just want to find something.)
