Kate syntax highlighting on windows

Hi,

I'm trying to add my own syntax highlighting file on Kate for Win
23.04.0 but can't seem to find the folder to put it in. It should be
$HOME/.local/share/katepart5/syntax/ on linux, but don't know where is
it on Win.
Tried under C:\Users\username but there is no kate or .local folder.
I found:

C:\Users\username\AppData\Local\Microsoft\WindowsApps\KDEe.V.Kate_7vt06qxq7ptv8
but no folders there, just kate.exe

C:\Users\username\AppData\Local\Packages\KDEe.V.Kate_7vt06qxq7ptv8,
that contains a directory structure, but no katepart or syntax

The folders are mostly empty, just a few .dat files.

Can anyone help, I'm not sure if this is a good place to ask?
