Issue with text highlight and the horizontal scroll bar

Found this issue in Kate Version 23.04.1 - Windows 10.

Seems that the region that changes color when text is selected does not
take into consideration the horizontal scroll bar.

If there is a bug tracker I should use to log the issue, please point me in
the right direction.

Would love to help get it sorted out.
