kate plugin for gnucobol

I found a file on gnucobol info that was for kate in the dtd format ,file
named  cobol.xml. followed instructions on moving to on ubuntu. Kate setup
found at /usr/share/. placed file in katexmltools and kde4. Tried renaming
as cobol.dtd.xml.
Can not get to recognize either file. Followed instructions in manual for
adding a plugin nothing works. What am I doing wrong?? Can you help?
