Not an expert, but the diffs between the files in the two packages
debian/ dirs are quite small. Actually only changelog is broken, so
adding here (instead of first line):

fontconfig (2.3.91-1) unstable; urgency=low
  * Change section of fontconfig source package to libs (closes: #309864)

and then 
  dpkg-buildpackage  -rfakeroot
in root of package, build nicely the .deb files
(libfontconfig1-dev_2.3.91-1_i386.deb fontconfig_2.3.91-1_i386.deb
libfontconfig1_2.3.91-1_i386.deb is what I need) also preventing an
upgrade on next fontconfig-2.3.2 update from apt.

Runs fine .. hmm and now I forgot how slow it was ..
