pqt-designer on windows

Hello,

I've now convinced MSVC6 to compile pqt-designer-Qt-3.2.x.
All you basically have to do is apply a patch and you're
set to go.

You can get the patch/instructions at
   http://www.vbijl.net/~ryan/software/perlqt/designer.html

Whoever is in charge of the code should take a look at the
patch.  Also, there's a remaing warning in perlcompletion.cpp,
line 164 that should get fixed.
