dcopidl not found?

Ok I'm pretty new to all things Linux and i'm getting the following error 
upon installing PerlQt-3.009:

configure: error: The important program dcopidl was not found!
Please check whether you installed KDE correctly.

This is a fresh install of Redhat ES3. Initially I didn't install KDE and 
got this error before, i tried installing KDE and switching to it but i 
still get this error message.

Any ideas as to how I can get round this would be fantastic.
