perlQt on cygwin

I'm looking for perlQt built under cygwin.

I've tried to build from source but the build
process seems to require KDE as a prerequisite.

I would appreciate pointers/suggestions for
hoow to build current perlQt from source on the
cygwin platform, especially how to get around
the KDE problem?  (Qt is already available for
cygwin)
