PIM Docker

The News from KDE PIM blog post says that "the docker container for PIM 
development might be decommissioned as it’s apparently unused".

I use it!  In fact, I use it twice, with the stable branch checked out 
in one instance and master in the other.

Whenever someone on Reddit asks how to do PIM development, I advise them 
to use Docker.
