Few days ago I installed kubuntu and there was enough to select quanta package 
in the package manager and it just installed it. I suggest you check your 
specific distro docs so you do not mes up your system.

I did not do any major work in Quanta under kde4 yet, but one thing I notice 
does not work is fish kio slave.
