I have found these two highligting rules: 

Scripts/PHP (HTML)
Scripts/PHP/PHP

When i choose the first one, in the "File extensions" form appears this: *.php;*.php3;*.wml;*.phtml;*.phtm;*.inc. 
If i press the "Download" button below, the window that pops up is empty.

When i choose the second one, the "File extensions" form is empty. 
If i press the "Download" button below, the window that pops up is empty.

Where is that settings menu? Do you mean the button "Download" inside the "Highligh Rules"?
