How to make 'standard' toolbar default for opening files?

	I don't understand how to make the 'standard' toolbar the default when opening
files from my project. It seems that it comes up as the default for some file,
but then the 'Style' toolbar comes up as the default for others. So, what's the
trick for always getting the 'standard' toolbar?
