Quanta is not yet available for kde 4 series, however should work fine  
running under kde 4 series with the kde3.5 series libraries and base  
installed.  However, Ubuntu/Kubuntu kde 3.5 series is not supported in  
8.10 and so Quanta seems to have plenty of problems running under  
(K)Ubuntu 8.10, with lots of people with issues. I am not sure how  
much you can get going under 8.10.
To get KImageMap support, you will need to install the 3.5 version  
same with Cervisia.  This is because Quanta is a 3.5 version  
application still.  The 4 series will be a ways off still.

You could try Kdevelop 4 which i think is in beta, and Niko has a php  
language support available, that is supposed to be used in Quanta 4  
(Quanta 4 uses the same base platform as Kdevelop 4).  It does not yet  
have all the features of Quanta, but might be worth a shot on  
(K)Ubuntu 8.10?
