I ran into the same problem an have found, for me at least, a solution. I created a VMWare image running Ubuntu with Quanta+, even managed to get cervisa to work as an addon. Have some MySQL tools as well. My laptop is Windows and it needs to stay that way for numerous reasons, but the VMWare image allows me to run Quanta+ on a Windows machine. Not exactly native, but good enough for my needs. Once it is made it runs quite happily under VMWare Player which is a free download. Also have Firefox installed in it and I think I have Firebug etc installed (not positive if I finished that part).
