I don't know why this is on my phone and not my PC. Try running it in konsole and look for errors. If it is trying to open something broken look in your /tmp or wipe it. 



Installs will not touch any broken data in /tmp or .kde.

On debian /stable, with

# quanta --version

Qt: 3.3.8b

KDE: 3.5.10

Quanta: 3.5.9



If I try

% quanta index.html

nothing happens, until I give up with ^C



If I try to run Quanta Plus from the KDE menu, I get the little bouncing 

  "I'm starting icon" but then it just goes away.



I tried looking at upgrading,

# wajig showinstall quanta

Reading package lists... Done

Building dependency tree

Reading state information... Done

quanta is already the newest version.

quanta set to manually installed.

0 upgraded, 0 newly installed, 0 to remove and 985 not upgraded.



and aptitude says

# aptitude search quanta

iBA quanta                                        - web development 

environment for KDE

i A quanta-data                                   - data files for 

Quanta Plus web development environment



What's wrong?  How can I fix it?
