My experience in the field. The full Quanta+ functionality was available for me until KDE4.3.4 version. I use to have such working debian testing with 2.6.30 kernel + KDE 4.3.2 + QuantaPlus with sftp configuration. (To remember that it WAS possible I had installed it on the virtualbox machine box and it WORKS perfectly). But now - on my permanent desktop machine (debian testing 2.6.32 kernel + KDE 4.3.4) - QuantaPlus works fine but without sftp what is a some problem but not fundamental, because I can install all needed servers (databases and internet servers) on the machine and send the final files via ssh. Three additional cents: If someone really has to install kde3 on different partition then I sugests to install it on a virtual machine instead (if machine is fast enough).
