Seems you have run into a bug. :( As Quanta 3 is not developed anymore, 
your only solution is either that you fix the bug or live with it.
A solution would be to check the "Don't show it again, use the closes 
matching DTD" dialog and that will pick up some HTML variant 
automatically.
