Open Quanta and check the settings path "settings"->"plugin
settings" (roughly transdlated from German).

I had to alter the path entry for all plugins to make them work.

PS:
If you arn't sure where the Cervisia-component is installed, open a
command window and type:

find . -name libcervisiapart.la -print

In my case it was found in: /opt/kde3/lib

Hope that helps.
