Customized Format Tags

I have set up a user tool bar with some special tags that I use a lot 
and I have two questions.

1.) Is there a way to have the tool bar loaded when starting Quanta?

2.) One tag refuses to automatically add the closing tag. It's a 
customized span tag. It will only add another <span> rather than 
</span>. In the dialog I have specified to add the proper closing tag 
and also to use the </span> as the closing tag. Neither solution works. 
Any ideas on what might be causing this behavior?
