If you register a project with project->new project and then load your
toolbars and save this state with project->save project view as...
then quanta will start with the same toolbars and ducuuments opened that
were open when you closed the session

I do not know the reason. But it could be possible to correct toolbar
actions directly.
First make a backup of
/home/www-data/.kde/share/apps/quanta/

In your user directory is the file:
/home/www-data/.kde/share/apps/quanta/actions.rc
Maybe it helps if you correct or delete it

In your home directory you find your toolbars under
.kde/share/apps/quanta/toolbars. For each toolbar exists a file with the
ending toolbar,tgz. You can try to extract them, an then correct the
problem
in the file with the extension *.actiions
