IMHO - Adding comments would not be pretty or quick.

Ideally what would be great is - review a function, then slide the mouse
over it and press a button - voila - a light background (color customizable
perhaps) shading distinguishing it from the rest of the code, not impacting
(at least not significantly) the PHP / HTML highlighting on the code already
set in the editor.

Zipping through few hundred functions in multiple modules, the background
shading would stand out from regular code. Another keypress to remove the
shading from one or all marked functions.
