quanta is a kde3 program which was never ported to kde4, so it is not 
available in any current kde repository.
however, it is still available as a part of trinity: 
http://www.trinitydesktop.org/ which also has an ubuntu maverick repos.
so, no, Milian, quanta DOES still exist, not actively developed, though :)
as a kde4-alternative, you can try kdevelop as suggested, which has good php 
support, plus some other quanta-like plugins (namely the upload plugin).
