I am pretty sure Andras won't get to this for a few hours (he is probably 
sleeping).. but I'll put in a few points that I know... and if anything is 
wrong, I'll be corrected.

Quanta for KDE4 is going to be based on the Kdevelop framework, which means it 
will probably look very new and shiny... This is to take advantage of 
features each team develops, as both projects share common ground.

Kdevelop is undergoing a complete re-write for KDE4 and Quanta components need 
to be rewritten or at least ported to kde4/qt4, and made to work with 
Kdevelop framework.

Kdevelop does not look like it will make release for KDE4.0, and because 
Quanta is based on the Kdevelop framework, it will not be ready for KDE4.0.

There is some discussion in the quanta-devel mail list if you want to look 
into details, and you can check out the source - it compiled on my last 
checkout - but that was some time ago, and the kdevelop platform has had some 
major changes.  You can also follow the progress of kdevelop on their devel 
mail list, but it is reasonably high-volume (at least compared to Quanta).

I am really looking forward to the new features of Kdevelop and Quanta in 
KDE4, just like the rest of KDE4...
