I also had a problem making spell check available in Quanta, although it was available in other apps.  I was getting the same message as you about the path.  This is how I resolved it. I use Mepis and both aspell and ispell were installed by default.  Setting  the Dictionary to English American   in the Control Center under KDE Components / Spell Checker was all I had to do.

used /usr/bin which is where I find the executable Quanta file.  I'm not at 
all Ubuntu/Linux savvy.

KDEDIRS=path_to_Quanta (like /opt/kde3 or /usr/kde or whatever)
