Not us, as we aren't using the dockwidgets directly in Quanta, but through the KMDI library. But KMDi will be gone in KDE4 and afaik KDevelop has a QDockWidget based replacement (and it doesn't have tabs...). So you could ask about the KDock* future on kde-core-devel and about QDockWidget usage on kdevelop-devel list.
