Added kxsldbg plugin for Quanta

I have committed an initial version of a kxsldbg plugin for Quanta, see the 
added quanta/plugins/kxsldbg/ChangeLog for more details.

Usage:
   Once built and installed  there should be a "KXSLDbg" toolbutton below the 
main toolbar.
	1) cd into <kdewebdev source>/kxsldbg/data
	2)start Quanta
	3) under the Project menu click "Run Project via KXSLDbg"
	3) click the  KXSLDbg toolbutton
              3) click the "Configure" tool button
              4) fill in the configuration dialog with the files to debug eg:
		testdoc.xsl : into the "Source" file name
		testdoc.xml into the "Data" file name
		~/foo.txt into the "Output" file name
	5) click "Apply" and "Ok"
	6) Use button like "Step" and "Break" to debug the XSLT script 

Attempts have been made to avoid showing KXSLDbg related 
windows/menus/toolbuttons without  the user specificly clicking "Run Project 
via KXSLDbg" .  As a consequence a known bug is that if the kxsldbg 
toolbutton  is removed  then clicking  "Run Project via KXSLDbg"  will cause 
a crash. That bug will be investigated at a later date.

It is possible the either kxsldbg or the kxsldbg plugin will crash on exit if 
that occurs please let me know.
