Quanta3 won't get updates any more, afaik no more kde3 releases are planned.
And currently there is no kde4 version of Quanta avaliable.

So I'm sorry - it looks like this problem won't be fixed.
You could however try protoeditor. (http://protoeditor.sourceforge.net/)

PS: I'm working on a Quanta4 version of xdebug, but that has a long way to go.
