It is loaded:

Digikam::DPluginLoader::Private::appendPlugin: Plugin of type
Digikam::DPluginRawImport loaded from "/tmp/.mount_digikaOUjNIi/usr/plugins/digikam/rawimport/RawImport_ART_Plugin.so"
Digikam::DPluginLoader::Private::appendPlugin: Plugin of type
Digikam::DPluginRawImport loaded from "/tmp/.mount_digikaOUjNIi/usr/plugins/digikam/rawimport/RawImport_DarkTable_Plugin.so"

1. Where is it located? It's not in the Settings | Configure DK | Plugins

2. How do I configure the path for ART and Darktable to access them
directly from with DK and more importantly for Darktable I would need to
specifiy :memory:. If not it DT will create a new collection for each
image.
