Submitting a tool for Digikam Community

I am completing testing on a java tool which can massage groups:

  * select groups to work on based on album tree or group size
  * change the leader based on preferred  extension, relative size, or
    to simply follow the leader;
  * make ratings of all images in the group be the same, using the
    lowest rating, highest rating, or follow the leader
  * make tags of all groups the same, using the intersection of all
    tags, union of all tags, or follow the leader

I want to offer this tool to the Digikam community as open source.

Is there a preferred way of doing so?
