OpenCV 4.12 / VCPKG Update

Hi Gilles, a few months ago we discussed your plans to update OpenCV to version 4.12, which was dependent on an update to VCPKG. VCPKG now supports OpenCV 4.12 (as of the 12-Dec-2025 release, here: https://github.com/microsoft/vcpkg/releases/tag/2025.12.12). As we're approaching the expected March release date for 9.0.0, I wondered if this is still in scope? I've been monitoring the NEWS page (https://invent.kde.org/graphics/digikam/-/raw/master/NEWS?ref_type=heads) and see that Windows remains the only version on OpenCV 4.11. I understand this is a big job, so given the approaching 9.0.0 release date I thought I'd check in.
