System Settings, under Language & Time, Region & Language.  Or else  
search for Time

See if setting the Time to "C" instead of "Default for American  
English" does what you want.  I think this is the short format of the  
date, so it also depends on where you are seeing it, and whether that  
app/widget can be configured to use the short date if it is not already  
doing so.
