KDE-Plasma image not like help center

Sorry I do not see The Panel Toolbox nor the Desktop Toolbox, I see a
display of the Desktop folder but no panel displayed. And I cannot
rearrange the icons. I assume there is a method but
I have not gotten that deep into the help information
