Both links work fine for me, taking me to different versions of the same
content.  The help: link uses khepcenter to access (I think( a local file, =
and
the https: link uses the docs.kde.org to dispaly an html page, which I'm pr=
etty
sure is auto generated from the same source that was used to generate the o=
ther
page.  If the help: link does not work for you, then perhaps you are missin=
g a
package, although the specific one would depend on your distribution and ho=
w it
packages kde documentation.
