[Labplot] dependency not listed in INSTALL

Hi,

dbc_parser_cpp looks to be a (required) build dependency for labplot
2.10.0, but it is not listed in the INSTALL file. Its sources are silently
downloaded during the build process, which is not allowed in some Linux
distros.
I wasn't able to verify if there are other hidden deps...
