This is what we have in the community wiki:

KDE Software is based on the "KDE Platform", the base of libraries and
services which are needed to run KDE applications. Especially when including
development frameworks and tools it is referred to as "KDE Development
Platform"

As it is now, it is not very clear what term we should use in our
communications. Is it correct to interpret from the above that the 'KDE
Development Platform' is a subset of the 'KDE Platform', or does it include
other things? If the former, then it makes sense to me that we use 'KDE
Platform' when we are announcing a release. Once we come to a consensus about
this I will modify the community wiki to reflect it and to make sure that
things are clear there.
