The version numbers might be for tech purposes, but many end users actually use them to identify their systems (I have never heard anybody say that they use the KDE Plasma Desktop version that was released in January 2010, they just say KDE Plasma Desktop 4.5). I think that for most users jumping from 4.9 to 4.A would be confusing and would be perceived as a qualitative change more than an incremental one using hex. We could always make an effort to educate and communicate, but we have very limited resources and I honestly do not think we would gain much. In any case, 4.10 is two-and-a-half years away, so we can discuss this again if necessary when we get closer to that release. We have a lot of work to do before then!
