KDE for Non-Techies

Greetings:

In preparation for the gathering at OLF I started going through saved 
KDE materials and came upon the statement by Bruce Perens on why 
UserLinux would only support GNOME.

It seems that the reason was that GNOME was totally free in any and all 
circumstances while KDE could be burdened by licensing charges.

I am looking at a clear definition of what the status on that hassle is 
now so I don't mind waiting a few days or even a few weeks to get that 
because that seems to be a rather important aspect of trying to broaden 
interest in KDE.
