First, thanks for asking :-) I see you got some replies on the bug report and I'm quite happy with Christoph's suggestion. The user does not need to care what is applying the change or making stuff available and in fact it is quite hard to define - is it System Settings (that applies the change), the KDE Platform (that makes it possible) or Plasma Desktop/Netbook (that makes it visible) or even Dolphin (where the mounted volume appears). One thing that certainly does not happen: when you click 'apply', KDE - a whole load of people around the world - does not delve in to your computer from afar and make the change ;-) So I think the original reporter had a point.
