After re-reading the data in the wiki a few times, I have come to the 
following conclusion:

The best dates are:

22-27 March
10-14 April
18-21 April (19 April → LinuxExpo in Prague)
9-15 May (11-14 May → LinuxTag in Berlin)
23-29 May
6-12 June

and the best location would be somewhere in Europe.
