There is no Public Domain license outside the USA, so you sinmply
can't. Also inside a source tree under LGPL you need to use the LGPL
as well

Please check each of these headers to be sure you do nothing wrong. If
you need help with licensing you should consider asking the FSF or
FSFE if you are in Europe.

I know this sounds picky, but it is really important to do this right
from the start.
