The sentence in question:
KDevelop is a modern integrated development environment (IDE) for C++
(and other languages) that is part of the <KDE desktop environment>
(link to www.kde.org) project.

The terminology "KDE desktop environment" is no longer being used.
KDevelop is a KDE application (www.kde.org > applications).

Change made and explains on discussion page.
