We want to make sure that the story is accurate with regards to the
capabilities of Okular. Okular doesn't do Optical Character
Recognition from scanned documents. It can only deal with text in PDF
format. So perhaps the University is scanning the documents with an
application that includes OCR. Would you check into this and let us
know?

I agree with Stu that this is an excellent story for the Dot.
