KDE is a global community of open source (free software?) developers and if the community is working on a continuation of KDE3, a continuation of KOffice or the next big release of master/trunk doesn't matter. It's all KDE technology. I am happy that somebody chose to work on KDE3 and make that work for the people that are still using that. In fact, I know some semi-large organizations that are still using KDE3 because they don't want to go throught the migration pains that always come.
